		<description>No, Detroit bike licensing was not like state vehicle registration.  The Detroit ordinance required anyone riding a bike in Detroit to have a license.  It did not recognize other city's licensing.  Imagine if vehicle drivers had to acquire a license for each city they drove in.

And Detroit police only had the licensing available from 9-5 M-F at the police precincts.

And they consistently run out of licenses to sell.

Returning recovered stolen bikes is NOT a big issue in Detroit.  The police collect about 100 per year.

For these reasons and others, we successfully repealed this ordinance.</description>
